Halper is the Sacramento Bureau Chief of the Los Angeles Times. He has been covering the Capitol since 2002,
writing about the state’s political dysfunction and seemingly endless fiscal crisis through the
administrations of three governors. He has also worked in the paper’s Orange County Bureau. Prior to joining
the Times, Evan worked at the Philadelphia Inquirer and Newsweek.
